If the margin is too close to call, like in the case of Georgia, networks will hold off on declaring a winner in that particular state. 
As each state is called for a candidate, the state’s electoral college votes are added to that candidate’s tally.
The candidate who reaches 270 electoral college votes is declared the winner, before the votes get certified. 
The results don’t become official once it’s called, only after they get certified (which will happen on January 6, local time). So for now Joe Biden has claimed victory but isn’t president just yet.
